While the Bush administration's version of the Elementary & Secondary Education Act, AKA "No Child Left Behind" expired in 2007 and many of the punitive effects set to take place for schools and districts as every student is scheduled to be 100% proficient by 2014, can anyone reform this bill and put an educational structure in place that makes sense for all of America's students?
